Just my opinion, but I do not see this model as particularly applicable to education. Where are the people to come from to perform the functions specified in the model? Education does not have the type of malleable personnel structures to be able to establish these kinds of teams. In addition, this model may be good for setting up projects dealing with business outputs, but I do not see how it can effectively address issues related to changing culture.

On the other hand, I may be misreading Brett's proposal entirely. If this is being suggested as a model for students to engage in project-based learning, it may have considerable utility.

In my first paragraph, I was thinking of the HBR model as applying to school administrators and teachers. In that scenario, the model does not fit well. In a student-centered setting, it may be quite useful.
