Students sign up for their own classes. There are certain times of day and certain teachers teaching separate curriculum, and they are required to meet a certain number from each department... like breadth courses. When students are placed in a class and have no say, there is less buy in. This way they can have choices from different topics within departments and have more of a chance to shine. Goldfish can't climb trees, and as long as each student is exposed to different topics, they are more likely to find their path.
