So that we don't mistake the noise for the signal, in our deliberations we must insure that culture takes precedence over curriculum, professional development, and technology. In their work referenced here in the Discover section, Seelig, Blikstein, and Pinkard provide very clear descriptors and milestones regarding rituals, routines (and norms) that support attainment of a culture of innovation.

Great share, Jim; thanks! Drucker's idea has stuck with me, and I'm in agreement with you that we need to put culture first and foremost, before other programs. Excited to think through ways to accomplish this!
