Tech integration faced same issues with introduction of no 2 pencil.

Reasons not to change: students will write in primar, bring knives to school to sharpen, make mistakes they can't wipe away, and is district going to get ancillaries like paper? Slates and chalk were hard to transition from. Change has to be reliable, ubiquitous and improve learning outcomes. Tech  must also improve teacher workflow. Factoring time for instructional design into all changes helps.  Slates and paper coexistence for decades after introduction of pencil and paper. Patience.
