In order to create opportunities for innovation, we need to provide ample time and opportunities.  If we want students to get better at innovation, they need to practice, get feedback, succeed and fail.  Schools and teachers would be setting up expectations, early and often, that innovation is what is valued.  While Ritchhart's cultural forces are to create a culture of thinking, I could see adapting them to create a culture of innovation.
